TTCI Transportation Planning Engagement
The Traverse Transportation Coordinating Initiative (TTCI) serves as the federally designated Metropolitan Planning Organization (MPO) for the Traverse City urbanized area. In accordance with federal metropolitan transportation planning requirements under 23 U.S.C. § 134, 49 U.S.C. § 5303, and 23 CFR Part 450, TTCI maintains and updates a series of core transportation planning documents that guide regional transportation investment, coordination, and long-range decision-making.
These documents are developed in coordination with local governments, transportation agencies, state and federal partners, and the public, and are reviewed and updated on a regular schedule to maintain compliance with applicable federal and state requirements, including Michigan’s MPO framework established through Public Act 51 of 1951 and coordinated by the Michigan Department of Transportation (MDOT).
Unified Planning Work Program
The Unified Planning Work Program (UPWP) outlines the transportation planning activities, studies, and administrative tasks TTCI will undertake to support regional transportation planning and coordination. The UPWP is updated annually.
Transportation Improvement Program
The Transportation Improvement Program (TIP) identifies federally funded and regionally significant transportation projects programmed for implementation within the TTCI planning area. The TIP is updated on a recurring multi-year cycle and amended as needed.
Metropolitan Transportation Plan
The Metropolitan Transportation Plan (MTP) establishes the long-range vision, goals, and strategies for the region’s multimodal transportation system and evaluates transportation needs over a minimum 20-year planning horizon. The MTP is updated every five years.
TTCI continues to coordinate with local agencies, regional stakeholders, MDOT, the United States Department of Transportation (USDOT), and the public to support ongoing transportation planning efforts throughout the region. Future planning activities will continue to address topics including safety, congestion management, complete transportation networks, non-motorized transportation, freight movement, emerging transportation technology, infrastructure condition, and regional economic vitality.
