Intergovernmental Agreement
Intergovernmental Agreements
The Traverse Transportation Coordinating Initiative (TTCI) is governed by an Intergovernmental Agreement between fifteen local governments and transportation agencies across Grand Traverse and Leelanau Counties. This agreement formally establishes TTCI as the region’s federally recognized Metropolitan Planning Organization (MPO), ensuring that our communities have a coordinated voice in transportation planning and funding.
Through this partnership, each participating agency contributes equally and shares in decision-making on transportation priorities. Together, the members guide the development of long-range transportation plans, short-term improvement programs, and regional transit and road projects. The agreement reflects a shared commitment to improving mobility, safety, and connectivity for residents, businesses, and visitors throughout the region.

Local Unit Resolutions:
The Networks Northwest team did a great job to help the City of Charlevoix and Charlevoix Township collaborate in addressing housing challenges in our community. They facilitated dialogue with Planning Commissioners, community stakeholders, and municipal officials to develop a plan for cohesive zoning in areas of growth for our two governments. Further, they were able to pinpoint the challenges in each unit and propose changes that would be beneficial all around. Together, we believe we'll be better prepared for housing developments and job growth in our region. We look forward to working with them on future projects!
